Given the same mouthpiece, different horns do behave differently (otherwise there'd only be one model of tuba, and a gajillion $200+ mouthpieces!).
But, Joseph's got it right -- if the sound of the horn and its balance to the ensemble requires tossing small pockets of air, then there's the answer. Same thing if it's required that you blow your stones off. :)
