When Custom Music sends out tubas they always put a plastic bag filled with foam peanuts in the bell. The idea that if the tuba is dropped it will even out the impact. They also have a few hard Styrofoam cones that do the same thing. What you want to avoid is anything in the case that will not give. One time I thought that it would be smart to pack some old sheets in my tuba case. Needless to say my tuba arrived DOA. Now days if I have to fly with my tuba I put the peanuts in the bell (enough so that the tuba can't move up and down) and pack soft foam, the kind you would use for a couch cushion, around the rest of the horn. Last trip my case was DOA but the horn came through just great.
