The teachers who I have had have always said that the main practicing should be spent on CC tuba. As a general rule they have encouraged 75% of the practicing on CC and 25% on F. Remember, if you want to win a gig, you're going to win it on CC, not F, unless it's a quintet job or something. That ratio will change depending on what you are performing soon and all that, but the weight of the practicing should be on CC. The better your CC playing is, the better your F will be. The fingerings will come. Don't rush them at the expense of your chops.
