It's a pre-professional training orchestra, in my opinion one in Los Angeles. It is conducted by Alexander Treger, concertmaster of the Los Angeles Philharmonic. The players range in age from 16-25/26, I think. The orchestra performs once a month at Royce Hall with one concert a year at the Dorothy Chandler Pavilion.
It's a paid gig. You have to audition for a spot, and once you win it you keep it till you quit, get fired, or age out. The players are all very good - for example the acting Concertmaster just won a job in the San Francisco Symphony.
