What I would do to see if the 621 would play good in Eb is "test" it first by playing with the 5th valve depressed constantly, and pulling all the other slides to compensate. This will actually be closer to the key D but it will give the basic concept of the sound you will get. This "test" won't cost anything. If you like the way the horn plays with the 5th valve constantly down, then you can have a repairman shorten the 5th valve to a normal full step valve. When you play the horn in F you would have to pull the slide to the long whole step length. One advantage of playing the horn as Eb is you woud be able to play low F and E in tune as pedals by letting go of 5th valve and playing the horn in F.
