At your local or university library, find these two books:

The Tuba Source Book, ed. R. Winston Morris and Edward R. Goldstein
Program Notes for the Solo Tuba by Gary Bird

If you have an access to the back issues of TUBA Journal,

Catelinet, Philip. “The Truth About the Vaughan Williams Tuba Concerto.” TUBA Journal 14 no. 2 (1986): 30-33.

Krenek, Beth. “A Survey of Solo Literature for Tuba.” TUBA Journal 19 no.1 (1991): 60-62.

Reed, David. “Vaughan Williams’ Tuba Concerto: A Retrospective Look Upon It’s 25th Anniversary.” TUBA Journal 7 no. 2 (1979): 13-15.

You also may want to use Music Index as well.
