It depends on the program. In our town the High School is lucky to have more than one tuba and one euphonium, and they have a wind ensemble and concert band. The band director makes the decision as to who will be in each band based on his observations, not on separate auditions. They do have a process where people can challenge others to move up in the section or into the "higher" band, but these kids rarely do that.
Another school in the area has a much more formal and rigorous audition program, similar to what you have described. They are known to have one of the best music programs in the State. I wonder why?
