I'm not Matt, but here's a couple of guesses,
1. To use a rotary valve section, the bugle has to be shorter since the leadpipe needs to longer and rotors (of the same bore size of a comparable piston) will also be longer. In other words, there's more pipe before you get to the tuning slide, so if you are doing a "cut", you have to cut more to use rotors.
2. Pistons are "in style"
