I have never seen a double cup tuba mouthpiece, but I know a trombonist who uses one. I think the idea is to get the smoothest passage for air to flow past your lips and into the throat of the mouthpiece during the part of the lip vibration cycle when the opening is greatest. The result is a very shrill and piercing fortissimo in the high register and a tendancy to play sharp up there. The manufacturer's name was Frank Parduba.
