Technically Dan's explanation is correct. The double "BB" refers to the octave below the single "B." Personally I think the two are used interchangebly for the most part due to ignorance or common practice.

Another point of confusion could be the name of the part in a British or European band arrangement "Bb tuba." I beleive this is an octave and a 9th transposition and is intended to be played on a "BBb tuba." Bb Euphonium or Bb Baritone (English bore) horn parts are a major 9th transposition and are not generally refered to as tubas on the part.

(I could be mistaken however since I live on the left side of the pond.)
