I had a horn like that once. I used a solution of hot water and lye--the stuff came right off--let it soak for a couple of hours in the horn and rinse. TSP and hot water might also do the trick.
This was a horn in silverplate, but I'll bet this solution will probably strip the lacquer off of any horn as a bonus.
Any idiot knows that you lubricate a horn with bacon fat.
