I found a biography of him in the Teaching Music Through Performance in Band, Volume 3.
He received a Bachelors (1951) and Masters (1954) degree from Columbia University where his composition teachers included Henry Cowell and Henry Brant. His association with the Los Angeles Philharmonic includes serving as percussionist (1955-62), timpanist (1962-81), and conductor at various children's and contemporary music concerts. He also was the Composer-in-Residence (1981-85) and Founding Director of the Los Angeles Philharmonic New Music Group. He has won awards from the American Academy of Arts and Letters, and two Guggenheim Fellowships. He is currently the chairman of the Composition Department at the University of California, Santa Barbara. Gary Bird's Program Notes for Solo Tuba has some information on Encounters II.
