It's really pretty simple to get permission to copy these things. Find out who holds the copyright, write them a letter explaining your need, ask for permission to make a copy, while offering to pay a nominal fee to do so (nicely) and send it. The publisher may send you a copy free or a brief letter with permission. You will need to add a line below the copy "reprinted by permission".

I work for a publisher and we grant this all the time (we don't do tuba and brass pieces). There is also a movement in the industry towards print on demand (don't print it until someone requests) which also allows us to not have anything "out of print". I'm surprised this hasn't caught on more outside the choral and religious music industry. We've had services in our bookstores for several years where you can search through and electronic catalog, pick a piece, and pay the guy at the desk while it prints.
