Give this a go:
1) Go to your local hardware store with your tuba
2) Buy two 8ft lengths of flexible rubber fish tank hosing. This is where you need your horn: first, get a length a pipe seals snugly over your leadpipe. Now remove the main tuning slide, the second length you try should fit over the pipe where the main tuning would normally be.
3) Now here is where it get tricky. With the first length of pipe, you need to find a faucet to shove this pipe into/around (the laundry at my place works the best). You may have to apply some heat to the tuba if the faucet is to big.
4) When you've got this sorted, hook the other end of the 1st length of pipe onto your leadpipe, and remove the main tuning slide and hook one end of the second length of pipe up to where main tuning slide would sit and put the other end down the drain.
5) Turn on the tap and presto! No mess, drip free solution to cleaning your horn.

PS If you get water gushing out onto the floor...you got the second length of pipe hooked up to the wrong end of the main tuning slide. Also, give the Alexander cleaning kit a go, a little expensive but VERY effective.
