I don't think there would be any acoustical reason other than to allow more expansion and, thus, have a larger bore to the valve. I really don't know enough about tuba acoustics to know if that even makes a substantial difference or not. My guess is that it would work either way on a piston valve tuba, either before or after the main tuning slide, as long as there was ample room to fit the valve in place.
