Your suggestion is plausible but I tend to think that it isn't the real reason. My Willson Eb has a large distance between the 5th valve paddle and the actual valve. The push rod for the linkage is very long. I'm guessing that as long as there is space to fit the rod, the length of the linkage doesn't matter too much. More critical is the alignment so that the valve is pushed correctly by the rod and not out of alignment or at an angle. My bet is that you could fashion a linkage similar to a typical piston valve type for a 5th valve located after the stack on a rotary instrument. But it might be enough trouble to make it cost ineffective. Interesting point!
