Yes it is true. Mr. Jacobs actually played the high G# in Bydlo on the Bb side of the horn!!! See Arnold Jacobs Song and Wind for more info. Regarding double tubas; they invariably play well in one key or (more often) in neither. The exceptions to this are compensating instruments which are actually a form of double tuba, e.g. EEb tuba with 4th valve depressed becomes a BBb. I guess you call a compensating horn an SUV.
