It may be that whoever had the repair work done may have had it done to allow him to use a sousaphone bit with the tuba. This would allow him the flexibility of adjusting the mouthpiece to any position. I'd suggest before having the leadpipe messed with, just try a sousaphone bit in it and see what happens.
