The Yamaha YFB 621 is less than your target price. It may not be what you want, but it works great in a quartet (on the third part), and it's small size is no detriment in a small orchestra. I've used it in both to good effect. And it has the range to be versatile in those other applications.
But feelings about it seem to be polarized, so you'll probably know immediately whether it's what you're looking for.
