I am having a similiar situation with the fourth valve on my PT-4.I am sure that mine is caused by the rotor moving up and down in the rotor well.To be more specific,if you pull up and down on the rotor where the linkage connects you may see slight play in the valve.That can be adjusted if you take the back cover off and carefully push the outer bearing race cover in.That is what I have tried with mine and may be you're problem.I have found the valves to very sensitive though.Too much of that and that valve will go from being noisy to not moveable.I have found the best way to treat mine is to keep them oiled.That usually fixes it and is safer to the horn if you are not experinced with these things as most of us (me included) are not.Good luck Jim
