They did at one time, at least. Arnold Jacobs owned two Besson Imperial-style 3-valve CC tubas (Richard Frazier has one and Nathan Turner has the other (I think he still does, anyway)). Both have been converted to 4 valve (3-comp+1 noncomp) Both are nice horns, but top-action with a (to my ears) somewhat lighter sound than your run-of-the-mill 4/4 CC.
