My assumption would be that your student's chops are just not strong enough to withstand the onslaught of air required for loud dynamics and consequently the sound is out of control at those dynamics. In my experience that type of chop strength can be developed with lip slur exercises throughout the student's range and at all dynamic levels. The key with lip slurs is to not allow the student to "huff" the slur, i.e. the air stream must be continous throughout the lip slurr. The chops will not fully develop if huffing is the only way the student can slur. As has been mentioned already, long tones are also excellent for these types of problems.
