Compensating valves add small bits of tubing to "compensate" for intonation problems with certain valve combinations. It isn't a perfect solution, but some claim that it solves certain well known problems. I have found compensating horns to feel stuffy when playing compared to non-compensating horns. Besson makes good tubas, but in my opinion they aren't worth buying just because of the compensating system. If you like the way it plays then buy it, but don't expect the compensation system to solve all your tuning problems.

Eb is typically sharp on most tubas, and since it is played with a single valve, compensation won't help. Ab has been known to be a problem on some Yamaha tubas, and compensation also won't help. I don't know what tubas you have access to, but there are many tubas that can give you good intonation without compensation.
