Another way to view the tuba is as an acoustical impedance transformer, from the high impedance of the embouchure with flesh lips to the low impedance of air. All known transformers alter the input signal in ways other than changing the impedance, and some tubas alter the signal in very pleasing ways.

It is probably a different topic, but I think our obsession with air flow has more to do with what we do with our throats and lips in the process of acheiving this air flow, than what the moving air, itself, does to the sound. Without vibration, even a fortissimo-volume of air coming out the bell can't even make a candle flame flicker.
