I think you've over-estimated the cost. Why, most of the brass tubing is similar to standard plumbing stock. And you could replace the valves (rotary or piston) with an inexpensive water shut-off valves, although it would take a little longer to activate or deactivate each valve, depending on your choice of valve. Now you're going to get into a little trouble with the conical sections of the horn, however. You might be able to buy several different metal funnels, and do a little cutting and welding to fabricate something passable.

I'd say for just a few hundred dollars in parts you could create a metal "hosaphone" that might even be somewhat musical. Let us know how well they sell, and what your asking price is (remember to add in the labor charges, and factor in the cost of the welder and cutting tools) . . . .
