It's always been said that one reason that Austro/German orchestras use F tubas so much, is because their double bass sections are so bloody strong. The F tuba is used to give a bit more zip to the bottom of the brass, especially since Austro/German brass sections tend to be a bit dark sounding anyway. I think that someone could get very good results using a 3/4 CC in this context, as long as they don't overblow the thing. I also think that we have to give some credit to Bruckner himself, since he was able to make a distinction between bass tuba and contrabass tuba within the 7th symphony even.
