I don't know of any CC/BBb true double, where you can switch back and forth during play. But just about any five-valved CC tuba with a flat-whole-step fifth valve can be set up to play as a four-valve BBb tuba. You hold the fifth valve down, and adjust all the slides (particularly the third and fourth). Some will do better than others. This is how the Getzen-G-50 makes the conversion.

You can also get BBb slides for Meinl-Weston 21xx tubas. They are difficult, but not impossible to obtain (read: I've heard of difficulties, and I've also heard of successes).

A true double would require two complete sets of tuning slides with a change valve (or two) to switch from one to the other.
