When you say 4th valve on the side, do you mean 3 valves on top and the 4th valve operated by the left hand? If so, there is a more limited selection of tubas to choose from. This arrangement is only used today with compensating tubas, available primarily from Besson and Yamaha. Dillon music has a couple of Besson tubas for sale with this 3+1 valve configuration in your price range, but I suggest calling and talking to Matt about them vs. other tubas.

I would suggest broadening your search to include any side action (valves are in front of the tuba), 4 valve tubas. Either rotary or piston valves would be fine. Something like the King 2341UB is a great horn for a student. They are very sturdily made, have generally good intonation, and a good sound. They should be available used for around $2500 or less. Both Dillon Music and Taylor Music (1-800-usa-band) should have these available.
