weight versus area of coverage

I just had time to breeze through some of the monsterweight thread started by Rick Denney. ( I apologize if I misspelled your last name in another thread.) I wish to ask the following questions:

1. Would your ideas about adding mass to the instrument to absorb and redirect vibrations be addressed differently if a larger area of the instrument was covered, as opposed to a smaller area being covered by a more massive material?

2. Is the valve section the only area that needs to be addressed?

When I have a drummer (lack of percussionist) muffle a cymbal, I have them use as much of the hand as practical to cover the most area of the cymbal, so that the ring stops quicker. There are also devises used by trombone players that wrap around the bell at the beginning of the flare to address excessive ringing.

In each situation, a wider area of the instrument is effected by the muffling instrument. How would the same situation be addressed on a tuba?
