I'm wondering how much of the flat 3rd and sharp 6th partials is related to the lack of a tuning bit. I often see people trying to play sousaphones with only one bit, when two were supplied and should be used. Likewise, with Conn 2XJ basses, many people play them without the tuning bit that was supplied and should be used.
