In Wagnerian interpretation, the second note is sometimes moved a little closer to the next beat in a dotted rhythm (dotted eighth + Sixteenth). Without my excerpt book in front of me, I can only assume that this is the "ghosting" you are referring to. Either way, the note cannot just be a rhythmic occurance, it must also have a clear and definite tone. Practice this by repeating the phrase with an OVER emphasis on this note, taking great care to aim for it and accurately nail the interval that follows it. Then slow down, back off on the emphasis of the note, and work up to performance speed. Remember to record yourself to check your progress.
