If you are using tuning bits, try removing one of them. If that doesn't bring the horn up a little, you might start checking for leaks or bad water key corks. Aside from the obvious, there may any one of a number of things wrong ranging from a valve not properly aligned to very worn valves. Have a technician check the horn out.
