On all or most of all piston tubas I find that water builds in all of the top slides.

Usually I have found that one side of the slide is longer than the other and I can usually make it where the slide that is closest to the side bow is the shorter slide and then just pull the 1, 3 and 4 slides out enough to turn it sideways and then tip the tuba and drain it by leaning the tuba over my left knee and then turn them back straight and push them back in.

I did this at the beginning, at break and at the end. usually after break you can come back and tip the tuba to the leadpipe and you will get water out as well.
