I'd suggest getting experience with ANY symphony you are able to. Even for the lower paid, part time professional orchestras, it could be seen as fairly presumptous to suggest that the groups don't pay well enough for you to play with them.
Generally speaking, I think a person is lucky to play with ANY professional symphony orchestra, and can't really pick and choose based on the payscale.
