I used to own a 4/4 HB CC...not your model, but built with the same "bugle", and indeed it had this tendency...
...but I recall the low A being the first pitch down there that was NOT flat.
i.e. C, B, and Bb down there tended to be flat, but A actually required a bit of a pull...
...Maybe (??) it's the embouchure thing I mentioned in the other post.
