The Bell Foundations of Tuba and Sousaphone Playing is currently in print, published by Carl Fischer. You could order it from Robert King, where it is listed under "Tuba, Studies" . The current price is $19.95. You might find a used copy cheaper on e-bay, but I wouldn't waste a lot of time looking for it.
