From my perspective, a great high school tuba player will:
Have a great sound.
Play with good time/rhythm.
Play in tune or know the pitch tendencies of the notes on their instrument.
Know all major scales.
Have fun.
Beyond that, maturity becomes a factor, both physically and musically, but when I hear a "great" high school student playing the tuba, she or he is usually doing all of these things.
