The flare of the bell and the conical section both have a profound impact on the resonance of the tube. In fact, the conical tube resonates more like an open tube than a close tube because of that conicity.

It is generally suggested that the point where the pressure zeros out at the bell opening is two-thirds the diameter of the bell beyond the opening, but this is a rule of thumb and not a fact. The actual effective length is a function of lots of things.

You might pick up a copy of Arthur Benade's Fundamentals of Musical Acoustics, which should accessible by most folks.
