The lowest I have gotten on the BBb tuba is A at 13.75 hertz. It is a matter of how loose you can make your lips. As you say perhaps the BBb tuba cannot produce such a long wave but it can produce waves long enough to supply all the overtones necessary for a double pedal tone. As you may know even on the regular pedal tone the amount of fundamental is almost negligible in comparison the to the sum of the overtones. Because the human ear is nonlinear in its response the overtones alone make a diference tone transmitted to the brain which make one think he/she is hearing the fundamental. On the compensating euphonium I can get down to a Db in the octave below the piano using 1234 as the fingering.
