Now that I am home, I can tell where it is.
page 205 in the Dover score of Das Rheingold
It is very near the end of Act 3. The marking in my score is "Langsam und schleppend" although some scores may have "Lento e sostenuto". The first note in the score is a first ledger line Eb below the bass clef staff. It is 8va basso though. In the 8th bar of the solo the marking changes to "Etwas lebhafter" and Loge proceeds to mock Wotan for a few more bars. The contrabass tuba player then rests for a while and Loge continues his ploy.
Total length is 15 bars. How in the world does James Levine keep his mind from exploding with the thickness of Operatic lines?
