Re silver-plating the entire instrument is the only way to get a satifactory finish. Silver "touch-ups" (small spots) ARE real silver, but are so thin and the bond is so poor that they are not worth the trouble.
Spend that money on some really great lessons with a really great player, and live with the wear.
