Well, the best description I've seen on the web is on Bob Childs' site, below. But the third valve is the master in a 3-valve instrument and I believe that Dr. Young proposed that the 3-valve compensating horns are the closest in tune.

That being said, the B&H Imperial BBb (there are a couple up for grabs on ebay the last time I looked) is travesty of ergonomic engineering. TALL heavy awkward instrument--sit it on your lap and the leadpipe will hit you square in the forehead, works if you can put it on the chair between your legs, but not all chairs (e.g. folding) have enough seat or height to let you do that. Intonation is great for a 3-banger, but the low register is very stuffy.

Hey Leland, the Childs' article would seem to imply that the second valve on your GG contra bugle could be the master valve in a comp contra setup. Be the first on your block!
