I suspect that the appearance of a tuba is more important than the sound at this stage. How about buying him a used Eb alto horn? They're relatively inexpensive, if you troll eBay for a deal, look like baby tubas and they're about the right size for a 2-year old. And when he destroys it, you won't be too upset!
