Hi Phillip, I used to have that problem, too. One thing you can do is carry a small towel (or old t-shirt) with you when you play, and wipe out the mouthpiece during rests when you are playing. That will keep it from getting too wet and slippery and spilling out. Another thing you might want to try is leaning the tuba slightly forward when you are playing it, so that the water (saliva) goes into the horn and you can empty it out using the spit valve.
IMPORTANT: don't lean your body too far forward, this will inhibit oyur breathing by sort of squashing your lungs. Just pull the bottom of the tuba closer in your lap and point the bell a little bit away from you.
