I think that it depends largely on where the main slide and the valve cluster are positioned in the horn. If it's one of those instruments with the tuning in the leadpipe (ie before the valves) then the tuning slide bore has to be no bigger than the bore at the valves. If on the other hand, the main slide comes after the valve cluster (as on the Besson tubas, where a short leadpipe goes straight into a less than massive bore valve set) then the main slide will be larger than the valve bore, and usually fairly heavily tapered.
