I'm sure there must be a cheaper way to get it, but it's in the back of the William Bell Complete Method for Tuba published by Colin Press for about $45.

This book is the BBb player's companion to the Young/Arban. It has Bell's warm-ups (also put out by Torchinsky in a fuller form for Encore Music, the publishers of the Arban), his Arban interpretations, his version of Blazevich, some of the artistic solos and duets from the Arban (but written for BBb not CC as the Young/Arban is), some Marcello sonatas, Bell's version of Carnival of Venice *and!!!* both the Tubaman and Gus the Hippopotamus, which are correctly labled as "novelties".
