I think you're overdoing it--you can find vinyl tubing that's a pretty close fit to the wire rim. I simply join the ends of the tubing with clear packing tape (not Scotch tape, but the heavier, wider stuff). Mac-tac (adhesive mylar film) might be a bit tougher than tape.

But if you want to try your idea, consider using a caulking compound called Lexel--it's quite a bit stiffer and much tougher than silicone and comes in a variety of colors, including a very clear "clear". I've used it over the years on plumbing fixtures and it's great stuff.
