That might be the Family Suite that you're thinking of. It is performed by taking one movement from each of the suites named for Mr. Phillips' children and the piece Mr. Wilder wrote for his wife, Song for Carol, and playing them as one work. I've never heard of anyone having to get Mr. Phillips'permission to do this. Mr. Phillips cares more about getting music out to the tuba populace rather than demanding permission.
