Here's a tip that has worked for me and my fellow tubaboys for tonal control on high notes:

For each practice session start by playing your normal warm-up routine. After you are sure you are warmed up (tingly lips and good interval changing), play a high B-flat. Use a accented attack and play the note as long as you can. Just keep playing the note over and over for 15 minutes during each session. After 1 to 2 weeks of doing this you should be able to call up a high B-flat on command with no problem (after you warm-up of course). Go to the next note (C) and follow the same exercise for the following two weeks. Be patient and it will come. If you are using pressure or if you strain to play the high notes on a tuba, you are trying too hard. There should only be a miniscule amount of pressure between you mouth and the horn. It should all be in the lips. Also try Yoga breathing exercises to clear up your mind and to help you relax more.
