For all those uses an inexpensive Eb would be fine, even with only 3 valves. You should be able to pick one up for a few hundred $$. For example, Baltimore Brass has an old Higham Eb for $300. It may not be the prettiest to look at, but if it plays it's sure an inexpensive way to start.
